2.             Pravila

2.1.         Regata bo potekala po pravilih, kot so definirana v Jadralnih regatnih pravilih.

2.2.         Veljali bodo naslednji predpisi Jadralne zveze Slovenije:
- Pravila za odprte razrede regatno-potovalnih jadrnic pri JZS,
- Pravilnik o reklamiranju,
- Pravilnik o registracijah in prestopih tekmovalcev,
- Tekmovalni pravilnik in pogoji za organizacijo regat za Pokal Slovenije

2.3.         Če so med jeziki pomenske razlike, bo odločilno slovensko besedilo.

2.             Rules

2.1.         The race will be governed by the rules as defined in The Racing Rules of Sailing.

2.2.         The following prescriptions of Slovenian Sailing Federation will apply.
- Pravila za odprte razrede regatno-potovalnih jadrnic pri JZS,
- Pravilnik o reklamiranju,
- Pravilnik o registracijah in prestopih tekmovalcev,
- Tekmovalni pravilnik in pogoji za organizacijo regat za Pokal Slovenije

2.3.         If there is a conflict between languages the Slovene text will take precedence.

3.             Oglaševanje

3.1.         Velja ISAF Predpis o oglaševanju.

3.2.         Vse jadrnice, ki izobešajo reklame po lastni izbiri, morajo ob prijavi predložiti Potrdilo o oglaševanju, ki ga je izdala Jadralna zveza Slovenije.

3.3.         Organizator lahko zahteva od tekmovalcev, da izobesijo sponzorsko zastavo in/ali nalepko pokrovitelja regate na obeh straneh premca.

3.             Advertising

3.1.         The ISAF Advertising Code will apply.

3.2.         All boats, with their own advertising shall show the Advertising certificate, issued from Slovenian Sailing Federation or other National Authority.

3.3.         Organizing authority may ask competitors to display a sponsor flag and/or advertising stickers of the event sponsor on both side of the bow.

4.             Primernost in prijava

4.1.         Regata Skipper Cup je odprt za vse jadrnice odprtih razredov in razreda ORC-club.

4.2.         Pravico nastopanja imajo vse jadrnice, ki so registrirane pri JZS oz. pri kateri koli drugi nacionalni zvezi.

4.3.         Vsi krmarji ter vsaj 60% posadke (vštevši krmarja) morajo ob prijavi predložiti veljavno verifikacijsko izkaznico JZS ali katere druge nacionalne zveze.

4.4.         Jadrnice razreda ORC-club morajo imeti veljaven ORC certifikat za leto 2009.

4.5.         Primerne jadrnice morajo oddati izpolnjeno prijavnico:

najkasneje do petka 2. oktobra 2009.

4.6.         Pozne prijave bodo sprejete ob plačilu pozne, višje štartnine.

4.7.         Zadnji rok za prijavo ter plačilo štartnine je v soboto 3. oktobra 2009 do 9:30.

4.             Eligibility and entry

4.1.         Skipper Cup is open for all boats from open classes and ORC-club class.

4.2.         All boats registered by the Slovenian Sailing Federation or any other National Authority can enter the event.

4.3.         All skippers and at least 60% of the crew including skipper shall be members of Slovenian Sailing Federation or any other National Authority..

4.4.         ORC-club boats must have a valid ORC certificate for year 2009.

4.5.         Eligible boats may enter by completing the entry form and sending it

4.6.         Late entries will be charged with an extra late higher entry fee.

4.7.         The fully completed entry form should be received not later than Saturday October 3^rd 2009 until 9:30.

5.             Razredi in njihova razporeditev

5.1.         Jadrnice odprtih razredov bodo glede na njihovo dolžino razvrščene v sledeče razrede skladno s Pravili za odprte razrede regatno-potovalnih jadrnic pri JZS.

6.2.         Vse jadrnice, ki se prijavijo do petka 2. oktobra 2009, bodo sprejete ob plačilu štartnine, jadrnice, ki se bodo prijavile soboto 3. oktobra 2009 pa bodo sprejete ob plačilu pozne štartnine.

6.3.         Plačilo se lahko opravi ob registraciji v gotovini.

6.             Entry fee

7.             Program

7.1.         Predvidena je ena navigacijska regata, ki bo točkovana kot dva plova (en rezultat od štarta do prve kontrolne točke, drug rezultat pa od štarta do cilja).

7.3.         Opozorilni signal je na programu ob 10:55.

7.4.         Nobenega opozorilnega signala ne bo po 13:00.

7.1.         One offshore race is scheduled, which will score as two races (one score from the start to the first control point and the other from the start to the finish).

7.3.         The scheduled time for the warning signal is at 10:55.

7.4.         No warning signal will be made after 13:00.

8.             Meritve

8.1.         Vsaka jadrnica razreda ORC-club mora dostaviti veljaven certifikat o meritvah najkasneje do konca prijav, ki je 3. oktobra ob 9:30.

8.2.         Organizatorji lahko premerijo ali preverijo katerokoli jadrnico in/ali njeno opremo in jadra pred, med ali po regati.

8.             Measurement

8.1.         Each ORC-club boat shall produce a valid measurement certificate before the close of registration on October 3^rd 2009 at 9:30.

8.2.         The Organizers may measure or inspect any boat and or her equipment and sails before, during or after the races.

9.             Regatna navodila
Regatna navodila bodo na voljo ob potrditvi prijave in plačilu štartnine v regatni pisarni.

9.             Sailing instructions
The sailing instructions will be available on on-site registration in the Race office.

10.          Kraj prireditve
Na prilogi A je prikazana lokacija regatnega polja.

11.          Proge
Uporabljena bo navigacijska proga od Portoroža do Kopra in nazaj.

11.          The courses
The course shall be long distance navigational course from Portoroz to Koper and back.

12.          Sistem kaznovanja
Pravilo 44.1 se spremeni tako, da se kazen z dvema obratoma zamenja s kaznijo enega obrata.

12.          Penalty System
Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.          Točkovanje

13.1.      Predvidena sta dva plova in regata bo veljavna, če bo končan vsaj en plov.

13.2.      Jadrničine točke za serijo bodo enaki vsoti njenih točk za vse plove.

13.3.      Izračun korigiranega časa v razredu ORC-Club bo opravljen po sistemu Offshore Performance Line.

13.          Scoring

13.1.      Two races are scheduled and the regatta is valid, if at least one race will be finished

13.2.      A boat’s series score will be the total of her race scores.

13.3.      ORC-Club corrected time will be calculated by Offshore Performance Line System.

14.          radijske zveze

14.1.      Razen v nujnih primerih, jadrnica med tekmovanjem ne sme oddajati radijskih signalov niti sprejemati nobenih radijskih sporočil, ki niso dosegljiva vsem jadrnicam. Ta omejitev velja tudi za mobilne telefone.

14.2.      Regatni odbor bo uporabil VHF radio za komuniciranje s tekmovalci, vključno z lokacijo štartnega področja, štartno proceduro, številkami ali imeni jadrnic, ki so bile OCS ali BFD, splošnimi odpoklici ali prekinitvami. Napaka pri oddaji teh sporočil ali napak pri njihovem sprejemu ne bo osnova za zahtevek za nadomestilo. S tem se spremeni pravilo 62.1.

14.3.      Za komuniciranje s tekmovalci bo uporabljen VHF kanal 69.

14.          radio communication

14.1.      Except in emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

14.2.      The race committee will use VHF radio to communicate to the fleet, including the locaton of the starting area, countdown to the start, OCS or BFD sail numbers or boat names, General recalls and Postonements. Failure to make these broadcasts or failure to hear them shall not constitute grounds for granting redress. This changes rule 62.1

14.3.      VHF channel 69 will be used to communicate with competitors.

15.          Nagrade

15.1.      Nagrajene bodo:
- prve tri jadrnice v konkurenci odprtih razredov,
- prve tri jadrnice v konkurenci ORC-Club,
- prva jadrnica, če so prijavljene do tri jadrnice v posameznem razredu,
- prvi dve jadrnici, če je prijavljenih od štiri do šest jadrnic v posameznem razredu,
- prve tri jadrnice, če je prijavljenih sedem ali več jadrnic v posameznem razredu,

15.2.      Podelitev nagrad bo v soboto zvečer na pogostitvi vseh udeležencev v Jadralnem klubu Pirat Portorož.

15.          Prizes

15.1.      Prizes will be awarded to:
- first three boats in the Open category,
- first three boat in the ORC-Club category,
- first boat, if there are up to three boats in the class,
- first two boats, if there are from four to six boats in class,
- first three boats, if there are seven or more boats in class.

15.2.      Prize giving ceremony will take place on Saturday evening in Jadralni klub Pirat Portorož.

16.          Odklonitev odgovornosti
Tekmovalci v celoti sodelujejo na lastno odgovornost. Glej pravilo 4, Odločitev za tekmovanje. Organizator ne prevzema nobene odgovornosti za materialno škodo ali telesne poškodbe ali smrt, ki bi nastali v kakršnikoli zvezi z regato, bodisi pred regato, med njo ali po regati.

16.          Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17.          Zavarovanje
Vsaka sodelujoča jadrnica mora biti obvezno zavarovana za odgovornost do tretjih in za nastopanje na regatah. Potrdilo o zavarovanju mora biti na vpogled pri prijavi.

17.          Insurance
Each participating boat shall be insured with valid third-party liability insurance and for participating on regattas insurance. Proof of insurance shall be provided upon registration.
